Tony Bright and Sandra Barnes live in Lugar Tower, a subsidized housing complex operated by the Indianapolis Housing Agency. Bright said he’s had to dodge dried vomit as he walks down the stairs in the building, but that’s not the worst of it. In the five years he’s lived there, he’s gotten used to hearing fights in the hallways and seeing people passed out on the floor.
